Can foreigners buy land in the Dominican Republic?
Yes, in their own name, with the same property rights as citizens and no residency requirement; the old approval rule was abolished in 1998. The real work is verifying what is registered for the parcel. See the buying guide for the steps.
Is it safe to buy land in Samaná? What can go wrong?
The registry system is reliable; the failures are buyer-side: paying for possession land without registered title, buying from someone who is not the registered owner, or trusting promised approvals. A registry certification, a deslinde check, your own lawyer and milestone-tied payments close most of that risk.
What is a deslinde, and why does it matter?
The survey-and-registration process that turns a share of a larger parcel into an individual parcel with its own catastral designation and its own title certificate. Titled-and-deslinded is the gold standard; anything earlier should be cheaper and contractually protected.
How much does land cost in Samaná in 2026?
Asking prices in August 2026 run from about US$10 per m² for rural bulk land to US$250 or more near famous beaches, with Las Terrenas' established zones asking US$67 to 164 per m². El Valle or Las Terrenas?
Las Terrenas is the built-out international town with services, an existing rental market and the established price tag. El Valle is the quiet valley about an hour away by road: a wild protected beach, roads under construction and land at a fraction of the asks. The comparison guide takes it question by question.
What taxes and closing costs does a buyer pay?
Today: a 3 percent transfer tax on the higher of price or fiscal appraisal, plus legal work you agree in advance; annual property tax (IPI) is 1 percent above a threshold of roughly RD$10 million. The 2026 fiscal reform schedules the transfer tax to fall in 2027 and disappear in 2028.
What is CONFOTUR and what does it change for a buyer?
The tourism-incentive law (Ley 158-01) under which a classified project carries exemptions during its window, including the first buyer's transfer tax and 15 years of annual property tax. The benefits attach to a specific classified project and entity, so ask any seller claiming CONFOTUR for the resolution number and verify it.
How does seller financing work here?
It is the market's default at land and pre-construction ticket sizes: a refundable reservation, 10 to 50 percent down, and the balance staged during construction or over some years. Banks finance mainly finished, registered-title property. The seller-financing guide shows the typical shapes.
Can a foreigner get a Dominican bank mortgage?
Case by case, at local rates, and mostly on finished property with registered title; raw land rarely qualifies. Dominican banks do run published diaspora mortgage programs reaching about 90 percent financing for Dominicans abroad. Plan on the seller's schedule and treat bank credit as a bonus.
How far is El Valle from the airport, and how do you get there?
El Catey international airport (AZS) is 60 to 75 minutes from the valley by road (56 km via Samaná town), and Samaná town is 20 to 30 minutes over the ridge. From Santo Domingo the toll road takes about 2 hours 15 minutes with roughly US$14 in tolls.
Are there direct flights from Montreal or Paris?
Yes. Montreal and Toronto carried about 84 percent of El Catey's 2025 traffic, and Air Caraïbes has flown Paris-Orly to El Catey twice weekly since December 2025. There are no scheduled US routes; US travelers connect through Santo Domingo or Punta Cana.
What due diligence should I do before buying a lot?
Order a certificación de estado jurídico (registered owner and liens), check the parcel geometry on the registry's public map, match the seller's identity to the registered owner, see the original title certificate, and confirm IPI status. Then let your own lawyer paper the deal with milestone-tied payments.
Where on the peninsula should you buy?
Match the place to the plan: Las Terrenas for services and an existing resale and rental market, Las Galeras for quiet beaches with some market, Samaná town for town life near the port, El Valle for land bought ahead of infrastructure at frontier prices. Each trade is honest as long as you price it.
What does the DR's registered-title system mean for a buyer?
It is a Torrens-style system: ownership lives in a state register that guarantees the recorded title, and the certificado de título is its instrument. Registered title beats possession claims, which is exactly why verification at the registry, not paperwork in hand, is the standard of proof.
Can you close on Dominican property remotely?
Yes, routinely: an apostilled power of attorney signed abroad lets a local lawyer sign the deed and register the purchase. Foreign documents need apostilles and official Spanish translations.
What does it cost to build a house in Samaná?
It varies too much with specification, access and site work for one honest number, and advertised rates rarely survive contact with a real quote. Get itemized quotes from more than one builder and compare complete scopes. In Valle Vistas, building covers at most 40 percent of any lot by project rule.
Is El Valle a good investment?
The honest frame: the corridor's roads and bridges are in execution, the airport is growing from a very small base, and protection caps coastal supply; against that, there is no local resale record yet, so early buyers are setting prices, not taking them. What is the weather like, and when is the season?
Tropical and green: expect short heavy showers in any month, with the driest, busiest stretch roughly January to April, which is also whale season in Samaná bay (15 January to 31 March). Hurricane season formally runs June to November.
Who actually owns the land I would be buying, and how do I check?
The Registro Inmobiliario knows: a certificación de estado jurídico names the registered owner and any liens, and the title certificate's serial can be verified with the registry. If a seller resists that check, that is your answer.
