Can foreigners buy land in the Dominican Republic?

Yes. Foreigners can buy and hold Dominican real estate in their own name, with the same property rights as citizens, and no residency or special permit is required (the old approval requirement was abolished in 1998). The real work is not eligibility, it is verification: the Dominican Republic runs a reliable registered-title system, and everything depends on what exactly is registered for the parcel you are buying.
What is a certificado de título, and what is a deslinde?
The country uses a Torrens-style registry (Ley 108-05): ownership lives in a state register, and the owner holds a certificado de título issued by the Registro Inmobiliario. A deslinde is the survey and registration process that turns a share of a larger parcel into an individual parcel with its own catastral designation and its own title. Land is sold at every stage of that ladder, from unregistered possession up to titled and deslinded, and the price usually tells you where on the ladder you are.
When a project sells lots from a subdivision in process, the honest structure is a contract that states the stage, ties payments to milestones, and delivers the individual title when the registry issues it. That is how Valle Vistas sells, and it is written on every page.
How do you verify a property before buying?
- Order a certificación de estado jurídico from the Registro Inmobiliario (about RD$1,000, requestable online): it states the registered owner and any liens or charges on the parcel.
- Check the parcel itself on the registry's public map tools by its catastral designation, and compare the geometry with what you are shown on the ground.
- Match the seller's identity documents to the registered owner, and if a company sells, check its standing and who signs for it.
- Ask to see the original certificado de título, not a photocopy, and have your lawyer verify its serial at the registry.
- Confirm the property-tax (IPI) status with DGII before closing.

The 2026 fiscal reform (Ley 30-26) schedules the transfer tax to be reduced in 2027 and eliminated in 2028, with taxation shifting toward a capital-gains regime. Projects classified under the CONFOTUR tourism-incentive law (Ley 158-01) already carry exemptions during their window, including the first buyer's transfer tax and the annual IPI for 15 years; a claimed classification is verifiable, so ask for the resolution number.
Can you close remotely?
Yes. Purchases through a power of attorney are routine: the buyer signs an apostilled power of attorney abroad, a local lawyer signs the deed, and the registration proceeds normally. Documents issued abroad need apostilles and official translations into Spanish.
